Life as an Assistant in MEA

ASO (Assistant Section Officer) in MEA is one of the best posts offered by CGL. There is a lack of genuine information about MEA and I am here to provide some first hand experience to you.

Many candidates enquired about the job profile, work-life balanace, foreign postings, etc. and this post covers them all. Consider it a motivational post for all the MEA aspirants :)

1. Joining - First things first, MEA is very notorious for offering late joining because it has some additional verifications like IB verification, BOS clearance, etc. But things have changed now. Recently DoPT came up with a circular which instructed all the ministries to give joining to all the selected candidates even if their police verification is not done. Now they will just make you sign a undertaking stating that your conduct has been flawless throughout your career. Result? Faster joining. You can expect to get your joining letters within three months of declaration of the result. Something to cheer about :)

2. Work Environment - THE BEST!!! without doubt. Most of the Assistants (not all) get to sit in Jawaharlal Nehru Bhawan (JNB), a newly constructed building at the heart of the city with all the latest amenities.

3. Promotions:

You join as Assistant Section Officer. After clearing departmental exam, you will get your first promotion as Section Officer (this will take 4-5 years), and you will get to sit on this-

Around 4-5 ASOs work under a Section Officer.
The second promotion will change your grade pay but the designation will remain the same. Your third promotion will make you Under Secretary(US) and you will get your own room. (this takes around 12-13 years). After US, the hierarchy is Deputy Secretary -> Director (Dir)-> Joint Secretary, JS (the farthest an ASO can go)

4. Type of work:

All the assistants appointed through CGL(whether CSS or MEA) do the same work. i.e. making a Note and an Order. The type of the Note, depends on the section in which you work. All the sections have different work - a Section to manage the travel of diplomats, another Section to process the medical bills, etc. of the employees, Section to communicate with the Embassies, etc.
Consider for e.g. you have to process a loan application of an employee (All central government employees have to take prior permission of the government before raising any loan from a bank). The employee will give you an application mentioning his basic salary, date of joining, date of retirement, purpose of loan, etc. and you have to make a note out of it. In the note, you will state that employee X wishes to raise a loan from ABC bank. Then you will calculate the repaying capacity of the employee with a predefined formula. The employee cannot get a loan beyond his repaying capacity.
All the notes follow different paths - like for a loan, the note moves from SO->US->Dir-> and finally JS. Once the JS signs it, the note returns to you. If the above people haven't raised any objection, you will go on making an Order. Your SO will sign it and move forward. Once an order is issued, the employee can raise the loan.
This is the gist of your work.

5. Work-Life Balance:
It depends on the section in which you work. Mostly you have to work from 9:00 a.m. to 05:30 p.m, with one hour for lunch-break and 1 hour for tea-breaks (30 minutes, twice), although you can extend them if you want.

6. Subsidised food:
JNB has appointed Bikano as its caterer. The food is cheap and tasty. Most of the people eat thali, which costs them Rs. 60/-. Each floor has a coffee/tea vending machine, but you would have to shell out Rs. 5 for coffee and Rs 6 for tea.


7. The MEA edge:

Now the things that you wont find in other SSC posts-

7(i) MEA Quota(Welfare) in top colleges of India-
The MEA officials, when posted abroad, can avail MEA quota to enrol their children in top government colleges of our country (top NITs, NSIT, DTU, etc.). Your children can apply through this quota and can get a seat in these coveted colleges circumventing the formidable JEE exam (they will have to appear for SAT though). The competition through this quota is almost non-existent.

7(ii) Best work place
Population density at JNB is quite low. The whole building looks empty and there is no rush to get a lift or to eat at cafeteria, etc. The work place of most of the other ministries is crowded and doesn't give you that feeling of 'uniqueness'.

7(iii) MEA Quarters
Among all the SSC posts, MEA is the first one to offer you a government accommodation. You will get a 2-BHK flat in Dwarka after around 1.5 years of your joining. In CSS, you won't get government quarter even after 10 years of service.

7(iv) Temporary Deputations (TDs)
All over the internet you would find that MEA assistants spend 3 years in India and 3 years abroad. But there is more to that. MEA Assistants also go on TDs for a period of 1 to 2 months, based on the requirement of the Embassies.
Moreover, ASOs are also part of important international summits like SAARC, BRICS, India-Africa Forum Summit, etc. This year's BRICS summit would be held in Goa. Ready to go?

7(v) Foreign Postings
ASOs generally get foreign postings for 3 years straight, but no one would force you to go. In some Sections you can avoid foreign postings altogether.
Most of the MEA officials are ready (and eager) for foreign postings, and the reason is simple - A hell of a lot of money! (besides the thrill of travelling)

Your allowances mostly depend on the country but they are always more than you need.
For poorer countries like Bhutan and Bangladesh
For a country like Bangladesh, you will get $2,200/month + Your basic salary in India (which after 7th pay commission would be around Rs. 45000). Total = Around 1,92,000/month. Now, you already get free government accommodation, so your biggest expense is already taken care of; you just have to spend on food and shopping. In a country like Bangladesh, even if you live a lavish lifestyle, your expenses wont cross 20,000/month
Savings = Rs. 1,92,000 -  Rs. 20,000 = Rs. 1,72,000/month

For rich countries
Your savings are almost same in all the countries. If you are posted in USA/UK/Japan, you will get around $2,700/month plus your Basic salary in India.
Earnings = 2,25,000/month
Savings = Your expenses won't exceed Rs. 50,000/month (my friend posted in Tokyo has never spent more than Rs. 40,000 in a month).
Savings = Rs. 2,25,000 - Rs. 50,000 =  Rs. 1,75,000/month
Even after adding some invisible costs over your extravagant lifestyle, minimum Rs. 1.5 lakhs/month are definitely going into your pocket.

You would be surprised to know that the places like Nepal, Bhutan, Pakistan, Bangladesh,etc. are more desirable than UK, USA, Italy, etc. because these places are near your home, hence reducing your travel expenses drastically. (MEA only pays for one visit per year)

  5. sir,I had prefered ASO in CSS first and than ASO in MEA in the preference list for cgl 2016.
    so if i get selected in CSS than can i switch it to MEA(if i am above cutoff for MEA).Is there any such option....

    1) 3 years foreign + 3 years india - will this cycle rotates through out their career?
    2) if girls are selected and are reluctant in going foreign countries ,will that impact their career progress and promotions? can some one stay through out their life time in India only? pls reply sir

  12. Sir I've a question. How long does it take (on an average) to get joining in, lets say, CBDT (ITI) or MEA (ASO)? Those appearing this year (2016) when can they expect joining?

    1. I have clearly written that you will get your joining within three months of the declaration of final result.

    2. I'm sorry Sir.. I believe I couldn't express myself clearly.. Actually, Sir as you know, Income Tax Inspector has an additional round of Physical Test. Now Since the Interview portion has been done away with, so that probably means Tier II result is the final one. What I'm confused about is that will the Physical Test be conducted 3 months after Tier II result declaration and then the final result and then three months after that Joining will be given or will Joining be given three after the Tier II results and Phy Test will be conducted within that time period?

    3. There is no physical test for ITI. Physical test is conducted only for CBEC posts - PO, Excise Inspector and Examiner. These tests are conducted after the final results are declared and before joining.

    4. I'm such a stupid person. I read somewhere that there is physical test for Inspector post but didn't even bother to check that in detail.

    2. New recruits hardly have any idea about the kind of work each Section does. So they just allot you a section without asking you. Although after some time, you can approach the admin section if you want to work in a particular section. It is upto them to see if your request could be fulfilled.

    1. It varies...it usually takes 1.5 years for your 1st posting abroad...although you can go for TDs or Summits earlier...

    Sir, I have some doubts.
    I've heard that generally it is very tough for an ASO to get a foreign posting. Is it true?
    What is the in-hand salary of assistant in MEA?
    Do they provide any accommodation facility like staff quarters for an ASO ??
    And one last question sir, although the question might seem irrelevant. But sir, I want to know why did you leave your job in samsung? It's a very reputed company. Plus you were in R&D. Is it because you want to prepare for UPSC?

  28. Hello sir... thanks for the info... I also have some query to make... please go through the following points nd make them clear.....
    first I have heard that salary fixed for all ASO posted outside the country is just enough or hardly enough to meet all the expenses he needs to make in the same country.. bt u r saying plenty of money could be the saving even more than one Nd half lakh. Which one is true. Plz clarify..
    Secondly, if someone wants more foreign posting, is he allowed or not? If yes, how much? Whether it can be according to his own desire?
    Third, I also read somewhere that children of such employee get a chance to get admission Nd study in world class universities like Harvard etc.. here my qs is, if suppose someone posted in Bangladesh, then can his children avail the benefits of getting admission in the universities like Harvard ???
    or he will get these benefits only in Bangladesh not outside it? Same thing also applicable to medical facilities.. plz clear this doubt...
    Fourth, I have also come to know that if posted outside, one even can nt take a gift from the native of that country or from anyone.... what u have to say about this?
    Fifth, if employee posted outside, if he buys something, say a car, can he take it to India? If yes will it be affordable?
    I request u to share ur views on above points... I request to mention each point separately, if possible.... thanks a lot for the already provided info..

    Thanks for giving an out of box perspective of MEA compared to the other sources.
    Also, i am curious to know about the handling of travel expenses of MEA assistant's family by the Govt. to visit in any foreign country where in MEA assistant is posted. Example:- their terms and conditions, number of exempted visits, etc.

  44. Sir is there a possibility that an aso gets a permanent posting outside india i.e from one country to another without the intermediate three years in india. I want to see the world as much as i can before i die and i am a very serious aspirant for mea.

  62. Are there any other leaves to avail when posted abroad other than ELs CLs halfpayleaves , gazzeted holidays ?? Heard that for MEA personnel when posted abroad they get 15 leaves extra per annum ?? Can you plz throw some light regarding this ?? Thanks in advance !

    Please answer this question..

    It is said that on a foreign posting the service is counted double i.e. 3 years in a foreign country is equal to 6 years in India. Now, promotion to the post of under secretary takes 12 yrs on an average. If a person has worked in India for 6 years and in a foreign country for 3 years then will it be counted as 12 years for considering the promotion of that person..?

    As per section 10(7) of income tax act the employee who is Indian citizen working aboard for government of India is fully exempted from TAX. In India if a person earns money by way of salary definitely he must pay taxes based on his salary slabs and investments. but in MEA who are working in Indian Missions need not to pay taxes on their salaries. This is one of the best advantage who works for MEA.

    I request if you could please let me know how to go for cgl as I am not really preparing for ssc cgl but getting influenced by the charm of the posts under Ssc Cgl.

    Im 2014 B.E graduate and have one year of work experience in software industry.
    I have left my job and currently preparing for Bank exams however I am looking forward to prepare for ssc cgl instead of banking.

    So if the target is Cgl 2017, what should be startegy and which books shall I go for

  80. hello sir.. i would like to know that at what frequency does an aso gets a foreign posting for 3 years.. is it regularly? or once in five or 6 yr .. if an aso spends 3 yr in foreign suppose 6 mnths after joining as an aso in mea he gets a foreign posting .. then after that he is gonna get a promotion if he clears a departmental right? to SO?

    I would like to know, since ASO have to travel frequently in and out of country throughout their entire career. So if a woman is married to an ASO, she will have to give up on her career as she will have to leave the job very often. What are the possibilities for such women if they still want to work and not become dependent. Could you tell me from your experience what do wives of ASO or above do?

    If my parents are not financially dependent on me (as my father gets pension), can I take them along to foreign place as they are in their 60s now?? Will the government allow them to stay with me at the foreign place??

    Please reply, needs this answer to start preparing, as this was the reason I did not opt for it in 2014 CGL although cleared the cut-off!!

    i hope you might have answer to my query. I just wanted to ask "does weak eye sight can be issue for selection? I have 3/60 in my left eye and it is correctable upto 6/12 with specs and i have got perfect vision 6/6 in right eye.
    So i am just having a fear that this might lead to rejection in SSC CGL medical, and it is hindering my preparation.
    It would be really helpfull for me, if you clear this doubt of mine. I would be thankful to you.
    It would be great if you can suggest me posts for which i will not be rejected for my eye sight!

    I had a question that whether our family(including mom nd dad) can go with us in our foreign visit by government expense or only our spouse nd child are allowed.
    And if we feel that we want to visit our home in India will leaves will be available and whether travelling costs will be bear by government or us.

    I have few doubts regarding the post of assistant in MEA.
    1) Some sites says that their will not be any saving when ASO is posted abroad.
    2) Does this job provide leave for vacation when posted abroad or in Delhi.
    3) Is it sure that ASO will get foreign posting.
    4) Can I visit my hometown India when posted abroad through leave(30 days).
